摘要
航空维修单位是民航实现民航强国的重要体现和民航运输业的重要保障,而维修单位安全管理体系的建立实施是维修单位安全的基本保障。论文在介绍当前我国维修单位特点及安全管理建设现状基础上,从安全政策与目标模块、实施与控制模块、监督与改进模块和安全信息管理模块4个模块和安全政策、风险管理系统、安全文化体系、应急响应系统和改进体系等15个要素,构建了维修单位安全管理体系,并详细探讨了维修单位安全管理体系实施步骤,阐述其评估和改进步骤。建立维修单位安全管理体系旨在进一步夯实民航安全发展基础,构建实施维修单位SMS将有助于提升维修单位安全管理水平和促进安全的持续发展。
