摘要 为保证民用航空器试飞安全,设计提出试飞安全管理体系(SMS)建设总方案。基于目标管理、系统原理和安全风险管理等理论,结合我国试飞机构实际情况,从安全政策与目标、安全风险管理、安全保证、安全促进等几个模块构建适合我国民用航空器的试飞SMS,并阐述其实施和评估步骤。最后,结合一家美国公司2011年发生的一起典型试飞事故案例进行应用分析。结果表明:在试飞实施前,试飞机构须开展安全风险管理工作;在试飞实施过程中出现意外问题,须按照安全保证要求执行相应的程序。通过排除隐患、降低风险,能够预防或减少试飞机构责任造成的试飞事故。 For the sake of ensuring civil aircraft test flight safety, a test flight SMS scheme was designed and proposed based on principle of objective management, system theory and safety risk management theo- ry. According to the scheme, the SMS will consist of modules of safety policy and objective, safety risk management, safety assurance and safety promotion. The safety management system implementation and evaluation process were illustrated. Finally, a certain test flight accident occurring in 2011 in American was analyzed by the system. The results show that safety risk management should have been promoted by the flight test institute at beginning of flight test, and procedure in safety assurance also should have been executed when accident occurred in process of test flight, and that test flight accidents that might be caused by test flight institute errors can be prevented by implementing the SMS.
