摘要
利用DEA方法的C2R模型和超效率DEA模型分析比较了皖江城市带各市与安徽其他城市2011年财政支出效率,同时利用Malmquist指数方法动态评价皖江各市在承接产业转移前后的财政支出效率的变化。结果表明:皖江城市带财政支出效率平均值低于全省平均值,承接产业转移前后皖江城市带财政支出效率平均水平呈现进步性变化,但进步不明显。对此,皖江各市需要继续提高技术进步和技术效率,以促进财政支出效率的提高。
C2R model of DEA and super efficiency DEA model were used to compare and analyze the fis- cal spending efficiency of cities in the Wanjiang City Belt and other cities in Anhui province in 2011. Meanwhile, it used Malmquist Index Method to dynamically evaluate the changes of fiscal expenditure efficiency of cities in the Wanjiang City Belt during the industrial undertaking. It showed that the average fiscal expenditure efficiency of cities in the Wanjiang City Belt is lower than that of Anhui province, and the average fiscal expenditure efficiency of cities in the Wanjiang City Belt shows progressive change, while the provincial average level is declining. In view of this, cities in the Wanjiang City Belt needs to continue to improve the technical progress and technical efficiency to promote fiscal expenditure efficiency.
