摘要
城乡二元地区具有明显的土地、经济、社会等二元结构特征,此类地区目前缺乏有效的公共服务设施供给机制,而沿用城市和乡村二元化的公共服务设施供给模式面临众多问题。本文探讨在供给主体多元化背景下,二元体制分割下城乡二元地区公共服务设施供给模式及其存在问题,剖析现有供给模式在城市发展过程中,由于供给主体多元性和各相关主体间彼此责任边界不清而带来一系列问题的根源,结合已有地区相关经验,提出根据二元地区的不同发展阶段、基于多元主体利益协调和责权利边界明晰的原则,形成适合城乡二元地区的公共服务设施供给机制。
Mixed urban and rural areas have the characteristics of dual structure.With the Twelfth Five-year Plan put forward,these regions face the problem that there is no suitable and feasible supply mechanism of public service facilities.Undoubtedly simply applying the supply mode of urban public service facilities in the dual areas brings many problems.Using qualitative analysis as the main method,this paper mainly discusses the existing problems of supply mode of public service facilities in the urbanrural dual area against the background of multi-supplier.More deeply this paper also analyzes the reasons of the problems,such as the pluralism of suppliers and mutual responsibility ill-range of suppliers,Finally,combined with the existing experience,this paper puts forward a suitable and feasible public service facilities supply mechanism for the urban-rural dual areas,according to the standards of different stages of regional development,the coordination of multiple suppliers and the clear interest boundary.
