摘要
公共服务设施建设是改善民生、保障社会公平与稳定发展的重要基础。本文从居民视角出发,构建了包括多样化、便捷性以及服务品质三个方面的居民需求体系,选择公共服务设施供需矛盾突出的南京市浦口区桥北高新片区作为研究对象,在实地访谈和问卷调研的基础上,从居民需求的视角解读该片区公共服务设施存在的主要问题,并分别针对居民需求中的共性需求与刚性需求、个性需求与弹性需求提出了以小区入住率为划分标准的公共服务设施时间准入门槛、公共交通引导下的不同设施空间布局核心要素以及以满足个性需求为最终目标的品质提升策略。
The construction of public service facilities is a significant foundation for promoting people＇s livelihood, social fairness, and the stable development. From the perspective of local residents, this paper aims to build a residents＇ demand system characterized by diversification, convenience, and quality. By examining the Qiaobei Hi-Tech Area of Pukou District in Nanjing City - a place with intensified supply-demand conflicts, this paper analyzes the major problems of public service facilities based on residents＇ demands by means of field interviews and questionnaire surveys. Moreover, by taking into account the common demand and the rigid demand as well as the individual and the elastic demand of the residents, this paper proposes a time threshold for the construction of public service facilities according to the different occupancy rates, the core factors of spatial distribution of different facilities under the guidance of public transportation, and the quality promotion strategies that takes the individual needs as the ultimate goal.
