摘要
基于自组织和他组织理论分析航空经济区发展演变机理,认为航空经济区是在机场与航空产业集群、机场与周边地区其它产业和当地经济互动的自组织机制中形成发展,政府他组织通过制度创新和政策供给发挥他组织作用。在此基础上借助Logistic模型构建一个理论框架进一步分析后认为,自组织状态下航空经济区系统内各产业主体的合作协同和政府他组织的支持都会使系统处于高效的运行状态。据此提出要树立航空经济区自组织的发展观、重点支持具有地方特色的航空主导产业、引导航空经济区各产业主体之间的合作等政策建议。
Based on the theory of self - organization and other organization, the paper analyzes the development mechanism of aviation city, proposes that aviation city is developed in self - organization mechanism between airport and aviation industry cluster, airport and other industries, and the local economy. Government plays a role in other organizations through system innovation and policy supply. Then a theoretical framework is built based on the logistic model. After a further analysis, a conclusion is given that the industries cooperation in aviation city with selforganization and the support of government make the system operate efficiently. Accordingly the paper puts forward policy recommendations such as setting up the development concept of self - organization, supporting aviation leading industries with local characteristics, and guiding the cooperation between industries.
