摘要
维护教职工合法权益是高职学院工会的基本职责。而高职学院绝大多数成立时间较短,其工会组织成立时间不长,不可避免地存在诸多不足。当前高职学院工会维权存在的主要困难和问题是:高职学院工会独立性不够,维权职能难以突出;缺乏一套独立完善的工会法律法规,工会维权的刚性不够;双向维权意识较淡薄,主动性责任心不强;工会维权内容片面,队伍能力素质有限。针对上述问题,只有从体制、法律及队伍建设等多方面采取有效措施,才能切实维护教职工合法权益。具体来说,就是要突出制度保障,建立和健全维权工作制度和工作机制;强化队伍建设,提高工会干部维权能力;依托现代手段,拓展和延伸工会维权功能;夯实学校物质经济基础,建立健全学校维权绩效评估体制。
to safeguard staff’s rights and interests is the basic duty for vocational college unions. However, the vast majority of vocational colleges established in a shorter time, and their trade unions were not set up long, so inevitably there are many deficiencies. Current major difficulties and problems for trade union in vocational college to safeguard their rights are:the independence of vocational college union is not enough, difficult to highlight the maintenance function;lack of a set of independent and perfect trade union laws and regulations, rigidity not enough;bi-directional awareness of safeguarding rights is weak, the initiative of responsibility not strong;the content of safeguarding rights is one-sided, team ability and quality limited. In response to these problems, only through taking effective measures from various institutional, legal, and team building aspects, etc., we can effectively safeguard the legitimate interests of faculty. Specifically, it is necessary to highlight the security system, establish and improve the working system and mechanism to safeguard rights;strengthen team building, improve trade union cadres’ability in safeguarding rights;rely on modern instruments to expand and extend trade union functions;reinforce the economic foundation the school substance, establish and improve performance evaluation system for schools to safeguard rights.
