摘要
日益严峻的食品安全问题迫切需要我们探索系统、长效的治理机制与对策,破解传统治理方法很难"治本、治源、治深、治久"的困囿。事实上,食品安全问题本质上是食品供应链上各利益相关者的社会责任问题,如果利益相关方各负其责、协同治理,食品安全的目标就能够有效实现。剖析食品安全问题的本质及深层次原因,多元主体的"责任缺失"是导致食品安全问题的关键成因。应从理念变革的角度明确食品安全治理的方向,并构建基于全面责任管理的食品安全治理机制。
Food safety problems become more serious and urgently ask us to explore systemic and longlasting governance mechanisms and countermeasures, and solve the problem that traditional treatment methods are difficult to achieve long-term and deep-seated effects. In fact, the essence of food safety issues is the social responsibility issues on stakeholders of food supply chain, if stakeholders are responsible to others and can get collaborative governance, and then the objectives of food safety can be achieved. Therefore, this article does a research on effective governance mechanisms of food safety problems viewing from total responsibility management. Firstly, it analyzes the essence and the deepseated reasons of food safety problems, points out that the absence of responsibility of multiple subjects is the key reason causing food safety problems. Based on it, this article analyzes the governance direction on the perspective of concept reform. Then, it constructs the governance mechanism based on total responsibility management and puts forward the corresponding countermeasures.
