摘要
随着中国实施走出去的发展战略,中国企业在国际上的EPC总承包项目越来越多,海外EPC总承包项目面临的挑战越来越大。项目采购管理是EPC总承包项目的重要组成部分,对此类项目的执行效果起着决定性的作用。运用项目管理、采购管理、物流管理、供货商管理的理论、工具和方法,研究分析了海外EPC总承包项目采购标前策划、采购计划、采购实施和采购收尾4个管理阶段的主要工作内容及其对于实现采购管理目标的作用,结合海外项目实际案例,提炼出了海外EPC总承包项目采购管理各阶段的关键控制点及控制方法。通过对采购管理各阶段关键控制点的控制可以提高采购管理的效率,增强海外EPC总承包商企业的核心竞争力。该项研究结果可为其他海外EPC总承包项目采购管理提供指导方法。
Chinese enterprises are gaining more and more EPC projects in the international market with Chi- na's implementation of "Going out" development strategy. But the overseas EPC projects are becoming more and more challenging. The project procurement management, as an important part of the EPC projects, plays a decisive role in the implementation of such projects. By using the theories, tools and methods of project management, pro- curement management, logistics management and supplier management, the overseas EPC project's main content of the four management stages including pre-biding plan, procurement plan, procurement implementation and procure- ment ending are studied and its effects on the achievement of procurement management target are also ana- lyzed. Combined with the case of overseas projects, the critical control points and control methods of each stage of overseas EPC project procurement management are determined. Through controlling the critical control points, the procurement management efficiency could be improved and the core competitiveness of enterprises could be en- hanced. The study results could provide guidance for other overseas EPC project procurement management.
