摘要
大学科技园是国家创新体系中的重要组成部分以及延伸和细化的体现。纵观国内外大学科技园发展模式及现状,我国大学科技园呈现出一个大分布、小聚集的发展格局,与国家级高新技术产业开发区良性互动,实现了以点及面的辐射式发展。并以宁波市大学科技园为例,分析了政府、企业与高校三方合作建设过程中仍存在政府主导为主的管理模式,造成了研究成果与实际需要脱节,无法发挥出大学科技园在集群创新方面的作用。因此,加强大学科技园的商业化运行,引入风险投资机制、发挥产业链优势、整合各方资源,发挥产业集群创新作用,从而实现大学科技园的可持续发展。
University science and technology parks are an important part of national innovation system, and also are the extension and refinement of it. Throughout the domestic and foreign university sci-tech parks’ development mode and the present situation, our university sci-tech parks present a development pattern of large distribution and small agglomeration. Meanwhile,cooperating with national high-tech industrial development zone creates radiated development. Taking Ningbo university sci-tech park as an example, this paper analyzes the relationship of government, enterprises and universities, the results show that the tripartite cooperation in the construction process is still in Government-led management mode, it causes the researches out of touch with the real needs, unable to play the role of the university sci-tech parks in cluster innovation. Therefore, we’d better strengthen the commercial operation of university sci-tech parks, introduce risk investment mechanism, give full play to the advantages of the industrial chain, integrate the resources, play the role of industrial clusters innovation, so as to realize the sustainable development of university sci-tech parks.
