摘要
党的"十八大"报告将生态文明建设放在了与经济建设、政治建设、文化建设和社会建设同等重要的地位,2013年9月,水利部和江苏省水利厅分别要求建设水生态文明试点城市。基于此,以江阴市为例,从水安全、水环境、水生态、水文化和水管理5个方面进行了水生态文明城市建设的探索,提出了保障水安全、改善水环境、修复水生态、彰显水文化和提升水管理的具体措施。效益评估表明,江阴市将基本建成独具特色的水生态文明城市。
The report of the Eighteenth National Congress of the CPC takes the ecological civilized construction as important as eco-nomic construction ,political construction ,cultural construction and social construction ,2013 September .Ministry of Water Re-sources and the Water Resources Department of Jiangsu Province demand constructing water ecologically civilized city .Based on this ,the paper selects Jiangyin City as a field of research .The paper probes into the water ecological civilized city construction from water safety ,water environment ,water ecosystem ,water culture ,water management ,and puts forward the concrete measures of en-suring water safety ,improving water environment ,repairing water ecosystem ,highlighting water culture and promoting water man-agement .At last ,the benefit assessment shows that Jiangyin City becomes water ecological civilized city basically .
