摘要
通过论述水生态文明与生态文明的内在关系,揭示了水生态文明建设的重要意义;按照牢固树立科学发展观的总体要求,提出了水生态文明建设的指导思想和基本原则;深刻阐述了实行最严格水资源管理制度是水生态文明建设的重要抓手;结合我国的基本国情和水情,详细梳理了我国水生态文明建设的核心内容和重点工作,提出加强顶层设计、稳步推进的技术路线图。
Great significance of water ecological civilization construction is presented through explanation on the interrelationship between water and ecological civilization. Guiding thought and basic principle are put forward in accordance with general requirement of keeping a scientific development outlook. It is argued that implementation of the most stringent water resources management system is the key and main contents and tasks for water ecological civilization construction are reviewed in line with basic national and water conditions. Highlightment is placed on top- layer design and technical route of implementation step by step.
