摘要
完善住房租赁市场一直是保障中低收入者住房需求的重要途径。在保障性住房政策的推动下,世界各国的住房租赁市场都取得了进展,并呈现出一定的规律。营利型租赁与成本型租赁在住房租赁市场的发展过程中总是共同发展,相互制约。只有实施以成本型租赁成熟化为目标的保障性住房租赁政策才能最终为中低收入者服务,反之将导致成本型租赁的边缘化。结合德国、美国的实际经验来探讨住房租赁市场的演变规律,并为我国的保障性住房建设提出建议。
The rental housing market improvement has been an important channel to protect the housing needs of middle and low-income groups. With the promotion of indemnificatory apartments policy, worldwide rental housing markets have made progress and shown a certain pattern. Profit renting and cost renting are always mutual constraints but achieve common development. Only the implementation of indemnificatory apartments policy, which takes the maturation of cost renting as the goal, can ultimately benefit middle and low-income groups. Otherwise, it would result in the marginalization of cost renting. In this paper, the pattern of rental housing market evolution has been discussed with the practical experiences in Germany and the United States. Meanwhile, some suggestions for the construction of low-income house in China have been proposed.
