我国农技推广人员的高职业忠诚度及其原因分析 被引量:6

摘要 本文分析了我国农技推广人员的职业忠诚度问题。发现基层农技推广人员具有超高的职业忠诚度和工作、生活满意度。进一步的分析显示,这种超高忠诚在很大程度上是一种"消极"的忠诚,"能力洼地"效应和"相对满意"效应是其重要的成因。而我国的农技推广体系存在的体制机制弊端则是更深层次的原因。建议在建立有效激励机制的同时提高基层农技推广人员收入水平,慎重推进基层农技推广机构的社会福利制度改革,并通过培训提升基层农业技术人员的能力。 Using a national wide sampling data, this paper describes the career commitment of agriculture technology extension workers in China and analyzes its causes. The analysis shows that the agriculture technology extension workers present an unexpectedly high level of career commitment, as well as a high level of satisfaction towards their job and living condition. However, further analysis reveals that this high level of career commitment is actually a kind of "false" and "negative" commitment which is caused by the "low capacity" effect and the "relative satisfaction" effect. The deep reason is rooted in China's long-existing and problematic agriculture technology extension system. Policy recommendations to build up the capacity of Chinese agriculture technology extension workers are proposed in the end of the paper.
