摘要
提出了一种基于DEA/AHP两阶段的工程项目评标方法,首先运用模糊综合评判法来确定定性指标的得分并将其作为定性指标值;其次运用DEA方法计算每一对投标方案相对效率的比值并以此为基础构造判断矩阵;最后运用单一层次的AHP方法对各投标方案进行全排序.通过实例分析表明,方法科学实用,能够为一般的工程项目评标活动提供有效的参考.
This paper puts forward a tender evaluation method for engineering projects based on two-stage model of DEA/AHP. Firstly, we used the fuzzy comprehensive evaluation method to determine the score of qualitative indicators as qualitative indicators values; secondly, we used the DEA model to calculate the ratio of relative efficiency of every two tenders and on basis of which we constructed a judgment matrix; finally, we used the single layer AHP to sort various tenders fully. The case shows that the method is scientific and practical, providing an effective reference in tender evaluation activity for a general engineering project.
