高校仪器设备使用效益的影响因素及对策 被引量:8

摘要 仪器设备资源是高校重要的物质资源,如何提高仪器设备资源的利用率和使用效益,已成为促进高校进一步快速发展亟待解决的问题。要提高仪器设备的使用效益,需从分析影响仪器设备使用效益的因素入手。就仪器设备管理体制而言,仪器设备的管理自下而上涉及三个层面,即仪器设备负责人、仪器设备管理部门以及学校层面,影响仪器设备使用效益的因素也是这三个管理层面。仪器设备负责人业务水平高,责任心强,则物尽其用;仪器设备管理部门信息化管理水平高,制度健全,则能促进仪器设备资源的优化配置和开放共享;高校从经费和政策上对仪器设备的管理予以支持和倾斜,则能提高仪器设备的完好率,降低闲置率,充分调动各方的积极性。总之,充分发挥仪器设备的使用效益有赖于各方的共同努力,才能形成良性循环。 Instruments and equipment are important material resource of colleges and universities.Improvement of the use ratio and efficiency of instrument and equipment resources has become a problem to be solved for further rapid development for colleges and universities.If you want to improve the use ratio of instruments and equipment,you need analyze the factors of affecting the use efficiency of instruments and equipment.In terms of instrument equipment management system,the management of instruments and equipment involves in three levels,that is instruments and equipment manager,head of the department and school level.Instruments and equipment manager has a high standard of business and a strong sense of responsibility,and will make the best use of everything.If instruments and equipment management department has a high level information management system,a sound system,then allocation and open sharing of equipment resource can be promoted and optimized.Colleges and universities give support and incline to the management of instruments and equipment from the funding and policies which can improve the integrity rate of the equipment,decrease the rate of idle,fully arouse the enthusiasm of all parties.In a word,use efficiency of instruments and equipment depends on the joint efforts of all parties,and forms a virtuous cycle.
