摘要
随着农村建设步伐的加快,国家已出台诸多政策对农村进行治理。以"一村一品"政策为政策样本,通过比对治理、政策执行的相关理论,选取了影响该政策执行的15个因素构建成测量政策执行效果的指标体系。在高陵县进行实地调研获得相关数据后,运用因子分析法对指标体系进行重构,运用因子回归法得出各因素对"一村一品"政策执行效果产生影响的回归方程,以此确定各因素对政策执行效果的影响力大小,并结合访谈针对现存问题提出对策建议。
With the accelerated pace of rural construction, the government has issued a plenty of policies on rural governance. This paper based on investigation and chose ＂One village, One product＂ policy as the policy sample. By referring to relevant theories on governance and policy implementation, we constructed an indicators system including fifteen factors to measure the influence power of each factor to the ＂One village, One product＂ policy. We obtained all data by investigating in Gaoling County, Shaanxi Province. After that, with the help of factor regression, we established the regression equations that reveal the ways how each factor influences the implementation results of ＂ One village, One product＂ policy, so that the influence power of each factor can be determined.
