摘要
群测群防是我国地质灾害防治的主要防灾减灾措施之一.为研究三峡库区群测群防体系的成果效益,以三峡库区兴山县为例,在掌握地质灾害发育规律和发育分区的基础上,介绍地质灾害群测群防体系的现状、组织机构、运行情况等.结论表明,兴山县群测群防体系效果显著,划分了地质灾害分布情况,圈定了重大隐患点,提出了防灾建议和处理措施,但仍然存在一定的问题,特别是工作标准和信息化管理不健全,缺乏专业技术人员等.不断改进和完善其群测群防体系,进而推广至三峡库区,为防灾减灾工作做出贡献.
The geological hazard monitoring and prevention operated by mass people is one of measures for ge- ological hazard control. To study the efficiency of geological hazard monitoring and prevention in the Three Gorges reservoir area, the Xinshan County is taken for example. On the foundation of the analysis of the geo- logical hazards＂ development regularity and its proneness, this paper introduces monitoring and prevention op- erated by mass people of geological hazard system, organization and operating condition. The results show that the efficiency of geological hazard monitoring and prevention in the Xinshan County is obvious. Mean- while, this paper divides the distribution of geological disasters, delineates the important risk points, propo- ses some suggestions and measures for treating geological hazards. But there are still some problems, espe-cially the work standards and information management are not perfect and the professional and technical per- sonnel are rare. It is necessary to propose improving countermeasures to perfect monitoring and prevention of geological hazard system, so as to extend the system to the whole Three Gorges reservoir area.
