摘要
新媒体的迅猛发展,对政府危机传播产生了深刻的影响,使政府危机传播具有了网络化、全球化、移动化、交互化、生态化和颠覆性等特征。在新媒体环境下,政府、媒体、大众等主体之间彼此关联、相互影响,形成了一个具有多元、共生、演进等特征的生态圈,这促使政府危机传播策略从"危机管理"向"危机治理"的过渡。当前可从危机传播周期、危机传播生态治理和传播保障体系三个方面建立政府危机传播治理体系。
By harnessing the innovative information and communication technology,new media has brought profound impact on journalism and mass communication,publishing,daily life,and government crisis communication.To address the opportunities and challenges brought by the new media,we summarize eight characteristics of the government crisis communication under the context of new media environment,termed NEW MEDIA,with respect to the technical and social perspectives.And then,the interaction and symbiosis relationship between government,mass media,and masses are re-investigated and the idea of crisis communication is illustrated and advocated to evolve to 'crisis communication governance'.Finally,we propose a systematic and integrative crisis communication governance framework,including multi-phase lifecycle model,crisis communication ecosystem cultivation,and communication supporting system for further reference.
