摘要
中国城市住房市场由于先天发育不足、制度机制缺陷、后天促长催高及短期化调控政策的影响而表现出内生调节机制缺损、内在稳定性差等脆弱性特征,其市场机制决定资源配置的功能被削弱。文章认为,在全面深化改革的新形势下,必须将中央政府、地方政府、购房者、开发商和商业银行等多元利益群体纳入有序框架内,创新和构建土地供应制度、住房税收制度、住房金融制度和住房供给制度为核心的住房市场健康发展长效机制,从根本上化解中国城市住房市场的脆弱性,以促进中国城市住房市场可持续地稳健发展。
As the urban housing market in China has obvious characteristics of vulnerability such as endogenous defects of regulatory mechanisms and poor inherent stability due to its congenital deficiency, acquired institu- tional flaws, promoting motivation and short - term governmental regulations, its ability to allocate resources has been weakened. As China is comprehensively deepening reform, the urban housing market's multiple interest groups including the central government, local governments, homebuyers, developers and commercial banks must be taken into as an orderly framework, to innovate and build up a long - term healthy development mecha- nism in which the land supply system, housing tax system, housing financial system and the housing supply sys- tem function as the core. This will help to fundamentally solve the problem of vulnerability in China's urban housing market, and promote its sound, sustainable development.
