摘要
南海问题的本质是外国对中国南海主权利益的侵占。由于该问题事关多国,又地处全球战略要冲,在亚太崛起背景下日益引发全球关注,国外各种解决方案频出。这些方案主要为法律方案、国际机制方案、菲律宾方案和东盟方案。国外方案的共同特点是:承认并巩固现状,淡化南海问题本质,批评中国;片面解读《联合国海洋法公约》,否定中国的历史性权利;应急武而非长期性的解决只会让南海问题不断趋于恶化。
The nature of the South China Sea issue is the external encroachment of China's sovereign interests of South China Sea.However,the issue involves many countries and regions,and south China Sea is a global strategic hub,and Asia-Pacific region is rising,all these resulted in the issue becoming a global hot topic and all kinds of solution plans being put forward to solve it.These schemes are mainly summarized as legal projects,schemes of international institution,Philippines programs and the ASEAN Way.The common features of them are as followed;recognizing and consolidating the status quo,diluting the nature of the issue and criticizing China;one-sided interpretation of the United Nations Convention on the Law of the Sea and negating of China's historic rights;the emergency approach rather than the long-term solution.
