摘要
在新型经营体系的基本框架下,以专业大户、农民合作社、农业企业为主要代表的新型农业经营主体,兼具生产和服务的双重功能,其农业社会化服务功能的有效发挥将有助于我国农业的"新四化"转型。本文基于北京市新型经营主体的调查数据,对经营规模、盈利能力、政府支持、经营者特征等四个方面可能影响其服务功能发挥的因素进行了实证检验。结果表明,在纠正了政府支持的内生性和控制了经营类型、产业类型等因素之后,劳动力使用数量、政府支持、本地人特征对新型经营主体提供农业社会化服务表现出显著的正向影响,而土地和资本投入规模、盈利能力、政治身份等因素的影响并不明显。这将为政府在培育和支持新型经营主体并提高其农业社会化服务功能方面提供有益的理论参考。
In the new operating system's basic framework, new agricultural operators, such as professional households, farmers' cooperatives, agricultural enterprises, have dual function of production and service, and their agricultural social service functions will effectively help China's agriculture " new four modernizations " transformation. Based on the survey in Beijing suburbs, four aspects of scale of operations, profitability, government support, operator characteristics ,that may affect the functioning of new operators' services are tested empirically. The results showed that, by correcting endogeneity of government support and controlling the operation type, industry type and other factors, labor input,government support,local resident of new operators have a significant positive effect on their agricultural social service;while the scale of land and capital input,profitability,political status are not obvious. This will provide a useful theoretical reference for government to support the new operators and improve their agricultural social service functions.
