摘要
采用文献资料和无结构访谈等研究方法,以农民需求为导向阐释了构建农村体育公共服务的现实意义,在此基础上对农民体育需求与农村体育公共服务建设的逻辑关系进行了梳理。研究认为:当前农村体育公共服务建设过程中亟需用"平民化"的视角做科学决策、以"自下而上"的机制保供需平衡和借"满意度"的标准衡量绩效考核。为其丰富农民需求的内涵,提出应加大实证调研,助力科学化的行政决策、深化体制改革,促进供需均衡发展、提高农民满意度,完善绩效考核机制等建议。
Mainly using literature and non-structured interviews and other research methods, it illustrates the construction of rural sports significance of public services for the guidance from the rural requirements. On this basis, it combs the logical relationships between rural requirement and the construction of rural sports significance of public services. According to the research, public service during the construction of rural sports needs to make the scientific decision with civilian perspective, keep the balance between the supply and demand with the top-down mechanism, measure performance appraisal by the standard of satisfaction. In order to rich peasants demand content, it puts up with some suggestions, such as strengthening the empirical research, posing scientific executive decision, deepening the reform, promoting the balance of supply and demand, raising famer＇s satisfaction and improving the performance appraisal system.
