摘要
1996年8月滹沱河发生了"1963.8"以来最大的一次暴雨洪水,由于当时岗南、黄壁庄水库防洪标准偏低,特别是黄壁庄水库属于病险库,副坝不断出现险情,不能按正常的防洪调度运行。"1996.8"洪水后,岗南、黄壁庄水库先后进行除险加固,完工后达到部颁防洪标准。以现有的工程条件及水库汛期洪水调度方式为依据,对"1996.8"洪水进行模拟调度分析,以总结经验,提高岗南、黄壁庄水库洪水调度的科学性、合理性,最大限度减轻洪涝灾害损失。
In August 1996, Hutuo-River experienced a heaviest flood since 1963. Gangnan and Huangbizhuang reservoirs failed to dispatch floodwater because the reservoirs were dangerous and below flood design standard, therefore the flood caused emergency situation to the dam. After "96.8" flood disaster, the dangerous dams in two reservoirs were strengthened to achieve the flood design standard. Based on the actual situation and flood dispatch pattern in reservoirs, "96.8" flood dispatch scheme was simulated and analyzed. This paper proposed suitable techniques for flood dispatching in Gangnan and Huangbizhuang reservoirs to mitigate the losses from flood disasters.
