摘要
在全面深化改革新的背景下,地方大部制改革如何推进仍面临许多难题需要破解。本文以武汉市东西湖区"区区合一"系列大部制改革为切入口,对该区改革的基本框架和模式进行了归纳和梳理,对其改革提供的鲜活经验和重要启示进行了提炼和探讨,强调"区区合一"的"大区制"改革是一次伤筋动骨的改革;四项改革并进是协同推进的改革;敢为人先、具有地方特色的改革是富有启示的地方大部制改革。
Promoting the reform of big department system actively and steadily is the focal, hot and difficult needs to deepen the administrative system reform. Since the 17th Party Congress, despite some successful mode and experience we have explored in the practice of reform, many problems still have to be solved to promote the local big department system reform under the new context of deepening the reform comprehensively. In this paper, we used the series of large de- partment system reform of Wuhan as an example, summarized and sorted out the basic framework and the model of the reform, and refined and discussed its fresh experience and important enlightenment. We then stressed that the ＂ Big District＂ by ＂ Two Districts Merging into One ＂ reform is a bold and resolute reform in which some unnecessary departments are abolished or combined, four reforms are advancing together in a coordinative way, and such pioneer practice with local characteristics has its inspiration to Chinese local reforms.
