摘要
近年来富人治村已经成为乡村治理中的典型模式,该模式的深层次实践逻辑就是公私不分。公私不分通常有以私济公和以公济私两种表现形式。富人治村虽然可能短期内给村庄发展带来好处,但从乡村治理的结构上看,其背后的村治逻辑却引发了村庄政治的阶层排斥,压缩了基层民主的生长空间,降低了村庄治理的合法性,强化了乡村治理的策略主义化,长远不利于乡村治理的良性发展。针对这些问题,必须在认识上澄清公和私之间的关系,在行动上进行扎实的农村基层组织建设。
Recent years witnessed “governing by the rich”becoming the typical model in rural governance, theprofound practical logic of which is lack of separation public from private interests. Public and private interests notdivided usually took two forms： Taking the public interests through private relationship and seeking private interestsby public relations. “Governing by the rich”may in the short time bring benefits to the development of villages,but viewed from the structure of rural governance, the logic behind the rural governance caused the class rejectionof the village politics, compressed the growth space of grassroots democracy, reduced the legitimacy of village gov-ernance, and strengthened the strategy principle of rural governance, which in the long run is not conducive to thehealthy development of rural governance. To solve these problems, we must clarify the relationship between thepublic and private interests in our cognition, and conduct the solid building of rural grass-roots organizations.
