摘要
我国学习型城市建设1999年由上海市率先提出,随后天津、郑州、广州、北京、武汉、大连等先后提出建设学习型城市的目标和举措,并积极开展行动,但衡量这些学习型城市建设进程需要统一的评价标准。本文建立的学习型城市评价指标体系遵循代表性、全面性、可操作性、评价一致性和区分重要性等原则,包括六个一级指标:资源指标、科技指标、经费指标、文化指标、信息指标、人口素质,21个二级指标和70个三级指标,请专家评分之后应用层次分析法确定各项指标的权重。将中国统计年鉴中的数据经过"万人均"处理之后应用于评价指标体系,对我国31个省、自治区和直辖市学习型城市建设情况进行了评价、排序和分析。评价结果是上海、北京、浙江、天津、江苏、广东、辽宁、福建八个城市的学习型城市建设进程高于全国各直辖市和地区的平均水平。最后,论文从制定法律政策、提升市民学习力、建立公共学习资源共享机制、构建学习型社区和组建学分银行等方面提出了加快学习型城市进程的对策。
Learning city is a systematic urban development pattern formed by establishing a scientific and reasonable comprehensive open interactive learning system, using the information learning tools to form a lifelong learning policy, cultivating high trust relationship between organizations and constantly improving the learning ability. Learning city was put forward in Shanghai, China in 1999, and was then followed by Tianjin, Zhengzhou, Guangzhou, Beijing, Wuhan, Dalian and other cities. These cities put forward goals and measures for the learning city’ s establishment, and actively expanded substantial action. The measure of a learning city establishment process needs uniform evaluation standards. The current research of learning city’ s evaluation includes index of education, innovation, information, science and technology, culture, population, resources and so on, and the evaluation index system is mostly secondary index system, even a three-level index system, using the direct addition method or the weighted method to calculate with score. The learning city’ s evaluation index system should follow the principles such as representativeness, comprehen-siveness, consistency evaluation, operability, distinguish importance, etc. Learning city’ s evaluation index system established in the paper includes 6 first-level index( resources index, sci-ence and technology index, spending index, culture index, information index, population quality index) , 21 second-level index, and 70 third-level index. An expert’ s score is input into AHP to determine the weight of each index. After thousands of per capita processing, the processed data from the China Statistical Yearbook were used in the evaluation index system, and 31 provinces, municipalities and autonomous regions in China were evaluated, sorted and analyzed.
