Guangdong as a developed economic province with large population .To establish the institution of water rights transaction is the only path to solve water resources supply and demand contradiction , and for Guangdong water resources management to adapt the economic reform, and an important step of following the guidance of the third plenary session of the 18th central committee, as well as the important means of improving water saving and discharge and water ecological construction .Guangdong has big market demand in the area of administrative , enterprise and agricultural transfer to industrial .
