摘要
在简要回顾广东省"十二五"水利建设成效及分析当前水利发展薄弱环节的基础上,结合新时期对广东水利发展的新要求,提出"十三五"时期广东水利改革与发展方向,即以"节水优先、空间均衡、系统治理、两手发力"的新时期水利工作方针为指导,以"生态引领、均衡发展、六水共保"为总体发展方向,立足于"生态水利"理念,实施"治水升级、清水乐民、兴水强基、润水惠农、强水攻坚、慧水发展"六大现代水利发展战略,为广东省率先全面建成小康社会和率先基本实现现代化提供坚实支撑和可靠保障。
According to demand for water conservancy development in the new age in Guangdong Province, guidelines for water conservancy development in the 13th Five-Year Plan period are proposed based on brief summary of achievements of water conservancy development in the 12th Five-Year Plan period and weak points at current stage. The guidelines include that concentrate on modernization strategy in six respects of ＂upgrading water governance, benefiting people with clean water, consolidating water infrastructure, giving support to farmers, technology innovation and caring for water＂, under the policies of ＂giving priority to water conservation, balancing water needs, and managing water in systematic approaches and with structural and non-structural measures＂ and overall development targets of emphasizing ＂ecological restoration, balanced development and water reuse＂, so as to lay a solid foundation for building up a well-off society in an all-round way and realization of modernization in Guangdong Province.
