摘要
"国培计划"是落实《国家中长期教育改革和发展规划纲要》(2010-2020年)的第一个重大工程,耗资巨大,影响广泛。实施四年来,如何评价"国培计划"的实效性已逐渐成为教育理论与教育实践研究共同关注的焦点和难点。本文以政策、现实和理论为依据,确立了全面系统的评价理念,构建了以预设评价、过程评价和结果评价为重点的评价路径,并以几个集中培训项目为例进行了抽样调查,以期为"国培计划"绩效评价提供理论和实践借鉴。
The National Teacher Training Program is the first major project to implement National Medium and long-term Educational Reform and Development Program (2010-2020). It is costly and has a widespread influence. After it has carried out four years, how to evaluate its effectiveness has become the focal and difficult point that education theory and education practice together focus on. Based on the policies, practices and theories, this paper establish a comprehensive evaluation concept and path with emphasis on the design evaluation, process evaluation and result evaluation, and make a trial evaluation with several centralized training programs, and by these to provide theoretical and practical reference for scientific evaluation on the effectiveness of the National Teacher Training Program.
