摘要
创新驱动发展是新时期的重大战略。文章界定了创新驱动的概念,在总结前人研究成果的基础上,搭建了城市创新驱动发展评估分析框架,构建了创新驱动发展评价指标体系。借助熵值法,对北京、上海、广州和深圳进行了实证研究。结果表明,深圳创新驱动发展综合排名第一,其中创新影响、创新投入和创新产出都是其优势要素,创新基础条件有待提高。
Innovation-driven development is a major strategic decision made ？？by ourgovernment in the new era. This paper defines the concept of innovation-driven development and builds an index-hasedframework for evaluationandanatysis nfcities on innovation-driven development. The empirical study has been carried out based on Beijing, Shanghai, Guangzhou and Shenzhen. The results show that Shenzhenranked first on comprehensive levelof innovation-driven development. The impact, input and output of innovation in Shenzhenshow advantages. However, the basic conditions for innovation in Shenzhcn are supposedto be improved. The model of innovation-driven development in Shcnzhen is quite different from Beijing, Shanghai and Guangzhou, which couht be a valuable referencefor those similar cities which arerelativcly lack of basic innovation conditionsnr science and educalionresonrces.
