摘要
在创新型产业集群概念特征的基础上,通过对其评价指标进行梳理分析,提出了产业集群创新能力概念模型。依据这一模型,采用《2011中国火炬统计年鉴》相关数据,通过因子分析方法提取关键因子,建立评价模型,并对我国科学园区密集的15个城市进行了评价,评价结果显示政府主导的创新环境是影响创新型产业集群发展的核心因素。因此,要提升创新型产业集群发展的绩效,关键是要积极促进园区集群化成长、推动园区主导产业垂直一体化、完善园区内社会化服务体系、重塑科学园区创业文化和转变科学园区的管理模式等。
Based on the conceptual features of innovative industrial clusters and with an analysis of the evaluation indexes concerned, a conceptual model of innovative capability of industrial clusters was put forward. By applying the model and using the data of 2011 Chinese Torch Statistical Yearbook, the key factors were extracted with the factor analysis approach and an evaluation model was established. Besides, fifteen cities with intensive science parks in China were evaluated, whose results showed that the government-led innovative environment is a core factor impacting the development of innovative industrial clusters. Therefore, the key to enhancing the development performance of innovative industrial clusters is to actively push the growth of park clusters, promote the vertical integration of leading industries in science parks, improve the parks' social service system, remodeling their entrepreneurial culture and transforming their management mode.
