摘要
韩国政治转型中的政府主动让权使社会民主运动复兴并不断高涨 ,面对社会的不断“挤压” ,在民主制确立的过程中 ,朝野双方及政府内部进行妥协与协商从而使新旧政权的交替没有明显断裂 ;在社会层面上 ,各种民主势力虽不断对政府构成压力但未能形成持久联盟 ;在民主制逐步确立与完善后 ,原先激进的民众运动逐渐为主张对政府管理模式中的问题进行渐进改革的市民运动所取替。韩国政府在政治转型中始终保持强大权威 ,处于屈从地位的社会的作用是为国家自上而下实行民主化提供动力。
The government of South Korea voluntarily released its power during the process of political transition. It resulted in the revival and gradual upsurge of social democratic movement. Meanwhile, the government's negotiating attitude toward the establishment of democratic system made the transition of power relatively peaceful and without visible rupture because of the continuous social pressure. In social dimension, opposite forces couldn't form a permanent ally though they constantly compelled the government to take democratic measures. As democracy was gradually established, the former radical popular movement was replaced by the civil movement, which favored gradual reforms of imperfections of the state's administrative system. The government maintained strong authority, while the submitted society acted as impetus for the government to practise democracy from above.
