摘要
目前图书馆界关于有偿服务问题的研究存在两大局限:一是多在理论的层面上进行,实地调查较少,导致论辩中的经济、社会效果缺乏真切的数据支撑;二是基础研究缺乏实证,虽争论热烈但缺少创新的模式和具体的系统设计措施。作者对全国省级公共图书馆进行了问卷调查,依据得到的数据进行了初步分析,进而提出自己的看法:(1)有偿服务应界定于补偿性的服务范畴,并严格区分非赢利性服务和以赢利为目的的市场经济行为;(2)规范有偿服务的收费标准和价格体系;(3)有偿服务不能为公共图书馆提供长期运转资金,图书馆发展仍必须依靠国家、社会的支持。
This paper presents a survey of fee-based services in provincial public libraries of the country.The survey points out that the definition of fee-based service is set mainly in line with local demand and ad hoc decision made rather that with any underlying professional ideas although fee-based services are quite popular in public libraries. The paper suggests that a standard definition and a pricing ploicy be worked out, that fee-based services remain a marginal work of library service and that librarians be aware of the negative impact of fee-based services on users or communities.
