摘要 绪论 在美国历史上,教育家、学生家长及决策者们通常认为人们所熟悉的教育资源,诸如资金、教材、设备及其管理,直接影响着学生的学习成绩.即使是现在,许多人也还这样认为并发表文章谈论班级大小或资金支出对学习的影响.这种观点认为教育资源具有"潜能".例如,学校凭借更大程度上拥有藏书或教师的手段来获得更高的教育质量.
