摘要
通过对区域与城市发展规划编制与实施全过程的分析 ,认为全过程规划就是区域与城市发展规划编制与实施追踪一体化过程。其实质就在于 :一体化过程是规划由“文 (图、电 )”化转变为“物”化的过程 ,是一个动态追踪的发展过程 ,是规划的“谋”与“断”相互追踪相互监控的过程。
This paper considers that the complete process of planning is actually the integration of regional and urban development planning in its drawing up and implementation. It is indeed an active, rolling and developing process in terms of mutual control and monitory.
