摘要
十九大报告指出,党的基层组织是确保党的路线方针政策和决策部署贯彻落实的基础。要突出基层党组织政治功能,宣传党的主张、贯彻党的决定、领导基层治理、团结动员群众、推动改革发展的坚强战斗堡垒。高校作为国家人才储备和培养党的事业接班人的重要场所,其学生基层党组织肩负着凝聚先锋模范、团结学生群体、开展党性教育的重要职责;面对时代发展,建设和发展低年级学生党组织,其责任更重大、任务更紧迫、意义更深远。在新时代新形势下,研究和建设高校学生党组织尤其是低年级学生党组织,是党的科学理论发展的必然要求,也是各高校党务工作者必须重视的方面。
The report of the Nineteenth Congress pointed out that the Party’s grass-roots organizations are the basis for ensuring the implementation of the Party’s line, principles, policies and decision-making. It is necessary to highlight the political functions of the grass-roots party organizations, publicize the party’s claims, implement the party’s decisions, lead the grassroots in governance, unite in mobilizing the masses, and push forward the strong fighting bastions of reform and development. As an important place for the national talent reserve and training for party successors, the university’s grass-roots party organizations shoulder the important responsibility of pooling vanguard models, uniting student groups, and developing party education;facing the development of the times, building and developing lower-level student parties. The organization has more important responsibilities, more urgent tasks and far-reaching significance. Under the new situation and the new situation, studying and building college student party organizations, especially those of lower grade students, is an inevitable requirement for the development of the party’s scientific theory, and it is also an aspect that party workers at various colleges and universities must pay attention to.
