摘要
针对美国当前基础教育的核心议题,特朗普提出要大力支持自主择校,将教育券和特许学校作为改善教育质量的途径,同时限制联邦政府权力,促进地方化办学。特朗普政府基础教育政策择校主张一方面透视了其平衡教育质量与公平、对教育现状与国家发展的思考、自由竞争的市场观等行动理念;另一方面又充满极大争议,可能存在加剧教育不公、打击公立教育系统、挫伤办学自主性、不能提升教育质量等问题。
In response to the core issues of current basic education of American, Trump’s basic education proposals support the school choice movement strongly. He regards the Voucher and the Charter School as a way to improve the quality of education. And he was trying to limit the federal power and promote the localization of basic education. On the one hand, Trump’s basic education proposals reveal its action concept:the balance of education quality and fairness, thoughts on the current situation and national development, freecompetitive market view and so on. On the other hand, Trump’s education proposals cause controversy, it may aggravate the problems of unfair education, combat the public education system. It still faces many challenges.
