摘要
江苏高质量发展总体水平较高,但近两年出现了提升缓慢的迹象。在"六个高质量"中,经济发展质量呈现出了逐年上升的趋势,但受协调发展相对滞后的影响,相对于其它发达省市,其提升速度较为缓慢;改革开放质量相对较高,但其进一步提升的动力稍显不足,变化趋势较为平稳;城乡建设具有较高的质量,但较上海市等省市为低;文化建设是江苏高质量发展的亮点,其质量水平居于全国前列;生态环境质量相对较低,与江苏高质量发展靠前的地位极为不符;人民生活质量较高,在全国范围内具有较强的区域竞争优势。推进江苏高质量发展以使其走在全国前列,应在发挥已有优势的同时,不断弥补协调发展和绿色发展中出现的"短板"。应以新型城镇化为契机推进区域协调发展,以新兴产业为依托推进产业协调发展,以居民增收为根本推进需求协调发展。应提升创新能力确保"源头"绿色,严守生态红线确保"过程"绿色,强化生态治理,确保"事后"绿色。
The high-quality development in Jiangsu reaches a high level in general.However,it has appeared weak in promotion in the last two years.In Jiangsu's "six high qualities",the quality,of economic development is rising year by year,but its rising rate is slower than other developed provinces due to the influence of hysteretic harmonious development.The quality of reform and opening-up is higher, but the developing impetus is less which causes steadychange.The quality of urban andrural construction is also high,but lower than Shanghai and some other provinces.Cultural construction is a bright spot,and it ranks top nationwide.The quality of ecological environment is lower than other provinces, which is discrepant with Jiangsu's higher quality development.People's life quality is higher,and has a stronger competitive advantage nationwide.To promote Jiangsu's high-quality development,we should modify weakness in the harmonious and green development,and give play to the advantage of Jiangsu's coordinated development by increasing income.
