摘要
作为立法的主要参与者,以在国家卫生主管部门长期从事医疗纠纷管理工作实践为基础,从《医疗纠纷预防和处理条例》立法背景与过程、立法思路、立法意义、与《医疗事故处理条例》的关系和展望5个方面对该条例进行了较为全面的剖析,有助于更深层次地理解该条例。
As the main participant in legislation,based on the practice of long term medical dispute management in the national health authorities.The author makes a comprehensive analysis of the Regulation on the Prevention and Handling of Medical Disputes from five aspects,such as the background and process of legislation,legislative ideas,the significance of legislation,the relationship with Regulation on the Handling of Medical Accidents and regulations and prospects,which is helpful for a deeper understanding of the regulation.
