摘要
《国家中长期科学和技术发展规划纲要(2006—2020年)》与自主创新战略在全球化与国际科技竞争不断加剧的背景下出台。本文简要描述了《规划纲要》的主要内容,评估了《规划纲要》实施进展,并提出了为应对未来挑战中国科技系统所应采取的战略调整。本文认为,自主创新战略是中国经济社会发展到一个特定历史时期的必然选择,而《规划纲要》是这一战略的集中体现,其主要目标将基本得以实现。
The Medium and Long -Term Plan for the Development of Science and Technology Development (2006-2020)and the national strategy of indigenous innovation were formulated amid globalization and fiercer international competition in science and technology.This paper briefly elaborates the major elements of.the Plan and assesses its implementation.Some strategic moves are discussed on how China's S&T systems meet new challenges.This paper asserts that the indigenous innovation strategy was inevitable for China given the country's social and economic development and the Plan was created to realize this strategy.The major goals of the Plan are ex- pected to be achieved.
