摘要
在介绍日本铁路海外项目开展情况的基础上,从市场经济体制、经济发展思路、对外援助策略3个方面总结日本政府助力铁路企业海外发展的背景,梳理近年来日本出台的铁路海外发展促进政策,并从加强相关组织支援、优化海外项目开展模式、官民合作提升影响力、发展海外"软性"基础设施4个方面,提炼日本政府促进铁路企业海外发展的具体措施,为我国铁路推进"一带一路"建设提供借鉴。
With an introduction on the overseas railway projects of Japan, the support of Japanese government to railway companies for their overseas business is concluded from the perspectives of market economic system, economic development strategy and foreign aid strategy, with recent Japanese policies boosting the development of overseas railway business comprehensively elaborated. Specific initiatives of Japanese government are also analyzed, such as giving more support to relevant organizations, optimizing the development mode of international railway projects, public-private cooperation for enhanced competitiveness and enhancing "soft" infrastructure abroad to provide reference for China railway for boosting the BRI development.
