摘要
新技术、新经济、新业态在不断创造新产品、新供给,直接和间接带动了大量的就业创业岗位,但同时也暴露出"三新"劳动者社保覆盖率低的突出问题。调研发现,我国三新劳动者存在比较明显的参保缺口,从需求端来看,"三新"劳动者参保意愿整体不高,从供给端来看,我国社保提供方式不适应"三新"就业灵活化、平台化特征。劳动者参保率低,已经成为制约"三新"就业质量的关键"短板"。下一阶段改革中,要针对目前存在的供需结构性不耦合问题精准发力,以降门槛、调方式、引需求、治舆情为重点,扩大和改善社保制度有效供给,矫正制度弱项短板,把更多"三新"劳动者平等纳入社会保险制度保障范围。
New technologies,new economy,and new formats are continually creating new products and new supply, directly and indirectly driving a large number of employment and entrepreneurship positions,but at the same time,they also expose the outstanding problems of low social security coverage of "three new"workers.The survey found that there are obvious gaps in the insurance coverage for the "three new"workers in China.From the demand side,the "three new" workers'willingness to participate in insurance is not high overall.From the perspective of supply,China's social security provision is not suitable for "three new".The employment is flexible and platform-oriented,The low participation rate of laborers has become the key "shortboard"that restricts the quality of "three new"employment.In the next stage of reform,we must focus on the current structural and uncoupling problems of supply and demand.Meanwhile,we should pay attention to lowering the threshold,adjusting the way,citing demand,and treating grievances as to expand and improve the adequate supply of the social security system,and correct the weak shortcomings of the system.More "three new"workers are equaUy included in the scope of social insurance system protection.
