摘要
国家高度重视新就业形态发展,新就业形态从业者的高质量就业问题是当前的社会焦点和理论热点.作为一种既不同于标准雇佣又有别于传统非正规就业的市场雇佣模式,新就业形态在推进更加充分更高质量的就业方面发挥了重要作用,但仍然存在诸多问题.文章在梳理新就业形态的劳动力市场的基本特征的基础上,基于新就业形态的就业趋势、潜在的"机会窗口"以及相关文件的政策含义,系统阐释了新就业形态从业者高质量就业的价值意蕴,剖析了从业者面临的灵活雇佣背后的权益保障困境、"技能需求—技能形成"冲突中的职业发展风险以及技术控制下的"工作自主性悖论",进而从政府的社会保障政策支持、平台的规范化治理、劳动者技能提升与职业发展等方面提出建议,希望能提升从业者工作频繁变动中的社会保障性、就业能力不断提升的职业发展性和平台环境的规范性,为政府制定新就业形态高质量就业的政策提供借鉴.
The state attaches great importance to the development of new employment forms,and the high quality employment of new employment forms is a new social focus and theoretical hot spot.As a market employment mode different from both standard employment and traditional informal employment,the new employment mode plays an important role in promoting more full and higher quality employment,but there are still many employment quality problems.On the basis of sorting out the basic characteristics of the labor market of the new employment form,based on the employment trend of the new employment form,the potential"window of opportunity"and the policy implications of relevant documents,the paper systematically explains the value implication of high-quality employment of the practitioners of the new employment form.Analyzed the practitioner faces behind the flexible employment rights and interests of the security dilemma,"skills requirements-form"career development risk of conflict and technology under the control of"job autonomy paradox",From the standardization of the government's social security policy support,platform management,workers skills upgrading and put forward suggestion to career development,hoping to promote the social security,employment for practitioners work frequently change ability to constantly improve the standardization of professional development and platform environment,for the government to formulate new employment form high quality employment policy.
