摘要
"一带一路"是中国在新的历史时期的重大国际倡议,而要推动"一带一路"的发展,我国应积极推动建立中国与环喜马拉雅区域国家间在非传统安全问题区域的合作机制.以生物多样性保护为核心的生态环境安全是环喜马拉雅区域国家间非传统安全问题的重要议题之一,中国和环喜马拉雅区域的印度、尼泊尔、孟加拉国、巴基斯坦等国家都是全球生物多样性最为丰富的国家,是遗传资源重要提供国,有着共同和接近的利益与立场.随着《生物多样性公约》和《名古屋议定书》的进一步实施,中国应该加强与环喜马拉雅区域国家在国际生物多样性公约谈判中的立场沟通和理解,积极构建非传统安全问题的新型区域合作机制,维护彼此在发展过程中的国家利益,从而建立与环喜马拉雅区域国家间亲诚惠容的新型外交关系.
Conservation of biodiversity is one of the most important topics on non-traditional security issues of Trans-Himalayan region,China and the other Trans-Himalayan countries are the most rich countries for biological diversity,and are also the important genetic resource providing countries,have the shared views and common interest.With the implementation of Convention on biological diversity,It has important significance for strengthening the Trans-Himalayan countries'biodiversity conservation and promote equitable benefit sharing of genetic resources.China should strengthen the communication,understanding and the cooperation with the Trans-Himalayan countries in the Convention on Biological Diversity,establish the "Trans-Himalayan countries" as a new type of regional cooperation mechanism of non traditional security issues,maintain mutual national interests,thus to establish closer ties with the Trans-Himalayan countries.
