摘要
西部大开发 ,首先不得不面对水资源的匮乏问题 ,西北地区的干旱缺水是人人皆知的事实 ,而西南地区尽管水能资源丰富 ,但却常出现季节性的、甚至是较严重的春旱、夏旱及伏旱。缺水问题已对西部地区的经济发展、人们生活条件及生态环境造成极大危害。只有科学地解决西部大开发的制约因素———干旱缺水 ,实现西部大开发的可持续发展的战略目标才能变为现实。
Water short is one of the biggest problems which China will meet during West China's Development.Everybody knows that Northwest China is droughty,while Southwest China is not.In fact,drought often appears in Southwest China according to seasones,especially in spring and summer.Water short has greatly restricted economic development,living condition and ecological environment.Only by solving this big problem,can the strategical aim of sustainable development be realized.
