摘要
传统的权力、权利、权威、势力、强制力或影响力等概念不足以有效描述政治系统不断变化的状况 ,权力均衡或权力与权利之间的均衡亦不足以有效解释政治系统的稳定性。要使这种描述和解释变得更为有效 ,需要引入新的概念 ,如政治能量。分析政治能量的均衡为理解政治系统的稳定和变化提供了富有意义的新视角。政治能量的动态均衡是实现可持续政治稳定的重要条件 。
The author argued that it's not efficient for not only the traditional concepts such as power, right, authority, force, coerce, and influence to describe the continuing changes in political system, but the equilibrium between different kinds of power or/and between the power and the right to interpret the stability of political system. To make the description and interpretation more efficient, it's necessary for us to introduce new concepts, for example, political energy. The analysis of equilibrium between kinds of political energy provides new perspective for understanding the stability and change of political system. The article suggested that the equilibrium between kinds of political energy constitute the crucial conditions for the sustainable stability of political system and the full openness of political system are the prerequisite of these conditions.
