摘要
市场经济条件下农业产业化的深化升级 ,需要政府的适当干预 ,政府的干预行为必须遵循农业产业化发展的内在规律 ,坚持有所为、有所不为 ,并根据市场失灵程度决定干预程度。地方政府在农业产业化发展中的职能主要是规划、示范、引导、协调、调控、服务。主要措施应当是转变政府职能 ,突出抓好主导产业、龙头企业、生产基地、市场体系四大要素建设、注重探索农业产业化经营的组织形式 。
The up grading of the industrialized agriculture under the conditions of market economy needs rational intervention from governments, which must follow the inner rule of the industrialized agriculture development. The governments must decide what should be done, and the intervention degree varies according to the market control level. The functions of the local governments in the development of the industrialized agriculture are plannig, modeling, inducing, coordinating, controlling and servicing. The major measure is to convert government functions. The governments must pay attention to the construction of four factors:pillar industries,leading enterprises, production base and market system. They must explore the management and organization forms of the industrialized agriculture and actively carry out the strategy of developing agriculture through science and education.
