摘要
加州电力市场危机最主要的教训是忽视电力生产消费的基本特征 ,把电力看作一般商品。采用了没有库联营的纯经纪人交易模式和具有易变性的单一电价体制 ;以及在运行备用辅助服务市场中采用实时采购的模式与定价方法 ;在市场体制与机制上出了大问题。这些问题作者在加州电力危机出现之前已有察觉并有研究成果发表 ,且先期发展了当量电价原理和体系 ,并在此首次提出了电力市场稳健性的四个概念和问题。对照加州电力市场危机 ,论证了当量电价理论体系在五个方面表现出来的稳健性 ,提出了深入研究电力市场稳健性的新任务。
The most important lesson of California electricity crisis is that regarding the electricity as a general goods and regardless the particularity of electricity power (productions and consumption). In California the broker trade systems without the pool, the one\|part pricing with the volatility and the real\|time competitive procurement in ancillary services cause the market power easy to show effect. Those basic problems have been investigated comparatively and an Electricity Value Equivalent (EVE) systems (restructuring and pricing) have been developed by the authors before California power crisis. After analyzing California power crisis and describing briefly what is EVE systems, a review of EVE system's robustness is given in this paper.
