摘要
在综合分析现有输电定价方法的基础上,遵循应根据用户利用输电资源程度的大小合理分 摊电网成本以及输电价格应反映资源供求关系的原则,提出在制定输电定价方法时应避免由于信 息不对称所带来的外在成本的新理念,同时提出了一种基于最佳供需匹配及“MW-Mile”的输电定 价新方法,实现了与距离相关的输电成本的合理分摊。分析表明文中提出的方法具有可操作性强、 易于监管、相对公平、适应于不同的交易方式、能对电网投资提供合理的经济学信号等优点。
The transmission cost allocated to users should be in terms of their utilization degree of the transmission devices, and the transmission price, therefore, should be a reflection of supply and demand of the resources. Beside of the principles above, a new conception is proposed in this paper that the transmission pricing method is supposed to avoid the external cost on account of asymmetric information. On the basis of a survey of the prevailing transmission pricing methods, a new approach for transmission pricing based on the optimized match of supply and demand as well as the MW-Mile method is also set forth to fulfill a reasonable distance-dependent cost allocation. The analysis revealed the advantages of this proposed method for its good feasibility, easy-to-supervising characteristic, impartiality, compatibility to different trade modes, and furthermore it provides an economic signal for the transmission expansion.
